I know that I promised to be nice; however, my opponents have gone off the reservation with completely false accusations about our township.

Frank Rothermel and Kim Rose completely misrepresented a development deal that the township will actually benefit from.

The misrepresentation is so bad that the BCCT will not print it. I would like to see the BCCT do an article exposing Frank Rothermel using his authority as an elected township supervisor to misrepresent township business to influence an election. See below.

I think Toll Brothers would tell a completely different story on how tough our township administration and water authority negotiated for our residents

Please see below. If you have any questions call Kim Rose (215-913-8842).

My opponents seem to be skilled at vial personal attacks, misrepresentations, and false accusations.

In recent years, my opponents attempted to force the independent Municipal Authority’s ratepayers to subsidize a project benefiting one neighborhood; and to unilaterally reset the terms of contracts between the Township and its professional service providers. In this election, my opponents promise to arbitrarily shut out development when and where they see fit.
It is easy to see why my opponents so glibly overpromise what they will do if elected. Township Supervisors enjoy tremendous power. The job includes legislative, executive, and quasi-judicial authority. However, there are many legal and practical restrictions on that responsibility.
Our authority does not extend beyond Township business. It was never up to the Supervisors to dictate policy to the independent Municipal Authority. And, nobody has the authority to walk away from a signed contract; at least not without provoking an expensive and un-winnable lawsuit.
It is understandable that they consider the authority over zoning nearly unlimited. The Supervisors’ power in the areas of zoning and controlling development looks absolute. The Board of Supervisors passes and enforces all the zoning ordinances, has the power to change zoning and issue variances, and has the final responsibility over what development projects can proceed and under what terms and conditions.
The reality is that there are many legal and other restrictions on those powers, including numerous State and local codes. As long as a project meets the existing zoning requirements, there is little for the Supervisors to do except ensure the project plans comply with that zoning, construction is according to code, and to make the best deal possible for the taxpayers.
Any campaign promise to deny a specific project either overestimates the Supervisors’ authority or is deliberately false. A campaign promise to stop a particular development plan in court is irresponsible. That choice is expensive, and as demonstrated throughout Bucks County over many years, guaranteed to fail. These promises are as empty as my opponents’ earlier campaign promises to ride roughshod over the law and the limits it places on any Supervisor.
I have not made a public statement on the proposed redevelopment plans for the Davis tract for one simple reason: as a sitting Northampton Township Supervisor it is illegal for me to comment on this matter. No elected official or candidate should prejudge a matter on which they will have to rule. Making a public statement shows bad faith, does nothing to stop or change the outcome, and all but guarantees lawsuits by those affected. My opponents also continually state that I already favor one side over the other in this matter. Nothing could be further from the truth. Do not be distracted by these circus and side-show antics.
The job of Supervisor is to represent and uphold the best interests of all 43,000 township residents. Keeping the roads paved and plowed, picking up the garbage and providing emergency services are strictly nonpartisan. My opponents’ continual electioneering and appeals to narrow special interests demonstrates blatant disregard for the responsibilities of the office, and their lack of qualification to lead this Township.
The Republican leadership in Northampton, of which I am proud to be a part, has respected the limits of its authority. The same leadership team has had great success controlling development by working with rather than against developers. Over many years, that Republican team has negotiated with developers to build fewer housing units. We have drawn businesses and retail outlets more in line with what our fellow citizen’s desire. We have negotiated far greater developer contributions to traffic calming and other infrastructure improvements made necessary by that development than would be possible with a less cooperative approach.
I cannot and will not promise to stop one development plan or work to make another happen. I can promise that I will continue to decide each case on its merits after listening to all testimony, and considering what is in the best interest of all the Township’s residents. This is the approach that made Northampton the kind of community that has drawn, and continues to draw, new residents from throughout the Delaware Valley and beyond. It is the approach I will continue if you honor me with a second term as your Township Supervisor. I humbly ask for your vote this November 8.

During the past year, the board of Supervisors has held Conditional Use hearings on the proposed use of the Davis Pontiac site. The proposal to build a Giant Food Store was formally filed with the township by the Addisville Group, and as many of you know, by law, the Township is required to hold public hearings to determine whether the proposed use of the property should be approved by the Township. These hearings have been attended by hundreds of Township residents, and many more residents have been following the hearings on the television broadcasts authorized by the Supervisors. These hearings are extremely important to our community, as the proposed plan has the potential to forever change the entire Richboro Shopping District.

Many people have asked me, on countless occasions, to tell them what my position is on this issue. As a Township Supervisor, it would have been improper for me, or for any other Supervisor, to have been pre-disposed to any conclusion or any outcome while these hearings were underway and while evidence was still being presented to this Board. Up to now, if I had publicly spoken for or against this project, it would have jeopardized the Township, and equally as important to me, it would have jeopardized my ability to represent you, the citizens ofNorthampton, in making any decisions about the outcome of this extremely important matter.

At this time, however, the record is now closed. No further evidence will be presented to or received by the Supervisors, except for the Attorney’s Briefs that only summarize their cases. Our solicitor has advised me that with all of the evidence having now been presented, I can now give my opinion on the facts of this case and as I now discuss this matter publicly, I feel I must share my thoughts with all of you, the residents of Northampton Township.

There are 9 criteria for Conditional use approval and in my opinion, based upon the evidence and testimony I have seen and heard, the current plan fails on several of these. Based on the criteria that the Board of Supervisors must use in evaluating this Conditional Use application, I urge my fellow Board members to also deny the Conditional Use that would allow the proposed Giant Food Store. Very simply, it is not in the best interest ofNorthamptonTownshipto approve this plan, and it should therefore be denied.

Dear Northampton Residents:

Yesterday I learned that there is a web site that contains pictures depicting my opponent in a negative light. The web site also contains biographical information about me and a listing of my accomplishments. One viewing this site may assume that “my political supporters” crafted this web site, presumably with my approval and even at my direction. That could not be further from the truth. I had no involvement in the development of this web site and I am unaware of any of my supporters being involved in its publication.

For all I know, my adversaries crafted it in an effort to paint me in a bad light. Those running for office must regrettably endure unjustified attacks. I am no stranger to attacks by those who oppose me. People have reported to me that individuals in certain parts of the township who unjustifiably blame me for their bad water (a condition that occurred years before I even stepped foot in Northampton) have told their children to spread the word – “Get Deon out – he poisons children”. There are others, including an elected official in this township, that without any substantiation whatsoever publicly defame me and claim that I am a criminal. There are also those that stoop to the level of erecting “Dump Deon” signs. I cannot tell you the number of people who approached my wife and me at the polls during the primary who could not believe that people, even in politics, would engage in such tactics knowing that we have a school aged child in the community.

Despite the fact that I have no control over the web site in question, I am publicly requesting that whoever is responsible for the posting of the pictures of my opponent remove them immediately. I do not wish to be associated with this web site or those responsible for its creation. The information about me and my accomplishments contained on the web site is clearly “lifted” from my promotional materials and official web site “Friends of Deon”.

As the husband of a professional woman and the father of a very driven and dynamic daughter, it is of no surprise that I support fully equality for women in all walks of life (socially, professionally, financially, etc.). As such, I would never champion the degradation of a woman – even one who happens to be my opponent. Thank you for your time and attention to this matter.

Last evening I, along with Supervisors Komelasky & Silver, attended the very special Dedication of Saint Bede the Venerable Catholic Church, located on Holland Road in Northampton Township. All of the Northampton Township Board of Supervisors where invited to this very auspicious celebration. Also in attendance were Congressman Fitzpatrick, Senator Tomlinson and Representative Petri along with eight hundred or so delighted parishioners of St. Bede’s.

The Principal Celebrant, priest giving the mass, was His Excellency Charles Joseph Chaput O.F.M. Cap. The new Archbishop of Philadelphia.

The dedication of a church is usually a once in a lifetime experience for most Catholics. Last nights mass was exceptionally memorable as the details of Msgr. Marine’s planning and dedication could finally be experienced by our entire Northampton Community.

His Excellency Charles Joseph Chaput O.F.M. Cap. seemed very excited about his new charge as the leader of the Church of Philadelphia. His book – RENDER UNTO CAESAR outlines how American Catholics involved in public life should take action on their beliefs. I purchased the book upon Msgr. Marine’s urging and will read it over the next week or so. Stay tuned.
